You are allowed to depart from the United States Coast Guard Navigation Rules when it is necessary to avoid a collision. This principle is fundamental to safe navigation and demonstrates the importance of prioritizing the safety of all vessels on the water. In situations where a potential collision is imminent, action must be taken promptly to avoid a dangerous situation, which may include departing from established navigation rules.

The Navigation Rules are designed to protect mariners and ensure safe passage through shared waterways. While other conditions may dictate when a vessel can leave or change its course, the necessity to avoid a collision takes precedence. Properly understanding these rules is crucial for maintaining the safety of all waterway users, as accidents can have serious consequences.

The other choices involve conditions that could potentially compromise safety or violate navigation protocols. For instance, departing after sunset or during poor weather conditions could lead to diminished visibility and increased risk, while leaving when the channel is clear does not directly address the necessity to prevent collisions, which is the most critical factor in navigation safety.
